Mary L. Wintch

Mary Wintch is a native of Manti, Utah.  After graduating from Manti High School, she received a BFA from Utah State University, and a Master of Public Administration degree from Brigham Young University.  She was selected as a Presidential Management Intern for Defense Logistics Agency Headquarters in Alexandria, VA.  Following her internship, she transferred to the Department of the Navy, where she led teams at three different West Coast Naval Bases.  Mary was then appointed the Human Resources Operations Chief for USDA Marketing and Regulatory Programs, where she also provided support for the U.S. Merit Systems Protection Board.  She returned to Utah to serve as the Forest Service Human Resources Officer for Utah National Forests.

Following retirement, Mary came home to Manti, and was actively involved helping Manti City with the annual pageant dinners.  She was elected to Manti City Council in 2017, and has applied her expertise to City projects such as the recently revised land-use ordinances.

As a council member, Mary’s objective is to continue to address the on-going basic needs of Manti City (water, sewer, electricity, waste removal, roads, etc.), and make decisions with the available resources which will be of greatest benefit now and into the future.  She believes it is critical to ensure that Manti grows in a well-planned and organized manner, and that the necessary resources and infrastructure are in place to make Manti a choice place to work and live, now and for decades to come.
